Taking the effects of “high carbon lock-in” for resource type cities and its influences as a breakthrough point, and taking a case study of Huaibei in Anhui, the paper analyzes the internal mechanism of“high carbon lock-in”for our country’s resource-based cities in terms of the technical level, industry level, institutional level and comprehensive level, and thus discusses the unlocking strategy for the practice of resource-type city Huaibei.
