蒂伯特模型揭示了居民的自由迁移如何引起辖区竞争,进而使地方公共物品供给实现均衡与效率.用脚投票或退出机制发挥着主要作用.在分析蒂伯特模型经济内涵的基础上,提出另一种非市场机制——呼吁,以此作为蒂伯特模型的政治外延.

Tiebout model show how the free migration results in competition among jurisdictions and then achieves an equilibrium and efficiency in provision of local public goods. The mechanism of voting with one’s feet or exit plays a very important role in it. On the basis of the analysis of economical meaning of Tiebout model, this thesis proposes a non-market mechanism,voice for the political extension of Tiebout model.
