立足国内提高资源保障程度,加快实现找矿突破,是我国当前和今后一个时期的一项重要战略任务,需要有利的政策支持.应根据部分省区的矿业权管理、矿业权价款收益分配等相关政策已成为制约“找矿突破战略行动”瓶颈的实际情况,改变对国有地勘单位探矿权设置实行“招拍挂”的政策,采取申请在先的方式授予国有地勘单位探矿权;制订统一的矿业权价款收取办法;明确国有地勘单位在矿业权价款收益的分成比例等,以支持国有地勘单位多找矿、找好矿、找大矿,提高资源安全供给能力.

Improving the supply security of resources and accelerating the realization of prospecting breakthrough is an important strategic task for China's today and a period to come. Therefore, favorable government policies are needed. This paper proposes that because the policies concerning mining right management and price income distribution of mining rights in some provinces and regions has become the bottleneck for restricting prospecting breakthrough strategic action, the policies of bids, auction and listing for mineral exploration rights must be changed. The mineral exploration rights should be granted to the state-owned geological prospecting units by adopting the way of prior application. Unified method for collecting the price of mining rights should be formulated. In addition, the share proportion of state-owned geological prospecting units in the earnings of mining right cost must be defined so as to support them to find many, good and large mines, and improve the capacity of resource safety supply.
