我国矿区水环境污染问题值得重视,应采取相应措施予以应对.当前各国对矿区的水环境保护与治理总体处于起步探索阶段,尚未形成较为系统的保护制度.大多数国家都是在相应的矿区环境管理制度中突出对水环境的保护措施,只有少数国家形成一些特别矿区水环境保护的制度,各个国家在矿区水环境保护中呈现出不同的优势.我国应借鉴其经验,完善矿区水环境保护的环境影响评价制度;确立矿区水环境检查制度;实施闭矿计划制度;建立闭矿后的水环境恢复管理制度;健全矿区水环境保护经济制度等.

This paper points out that countermeasures should be adopted for the problems with regard to water environment pollution in mining areas in China. In terms of water environmental protection and management in mining areas, various countries are at an early stage of exploration, and the systematic protection system has not been formed. Most of countries highlights the protective measures for water environment in the corresponding mining area environment management system. Only few countries have established water environmental protection system for some special mining areas. In China, we should use the experience of other countries for reference, improve the environmental impact assessment for mining area water environment protection, set up censorship, implement closed mine planning system, establish the management system for water environmental recovery after mine closed, and improve economic system of mine water environmental protection.
