Environment is public, and environmental interests have public characteristics. Actively engaging the public opinions in environmental law enforcement is the embodiment of a country governing the society democratically. The roles in public participation in environmental law en-forcement should be defined as follows: The government is in core position in environmental law enforcement and has the final discretion. Enterprises are the object of environmental law enforce-ment. The public are the ultimate beneficiaries of environmental law enforcement. The communica-tion and coordination of government, enterprises and the public is the effective mechanism for public participation in environmental law enforcement.
