通过对福建省医疗保险专业人才现状调查,发现医保专业人才严重短缺,现有人员学历构成不合理,激励机制、培训和继续教育体系缺失等问题.加快医疗保险专业人才培养,要建立相应的制度和机制,取消“参公”管理等不合时宜的管理制度,将目前的行政化还原为专业化.

통과대복건성의료보험전업인재현상조사,발현의보전업인재엄중단결,현유인원학력구성불합리,격려궤제、배훈화계속교육체계결실등문제.가쾌의료보험전업인재배양,요건립상응적제도화궤제,취소“삼공”관리등불합시의적관리제도,장목전적행정화환원위전업화.
Via a survey on the present situation of medical insurance talents in Fujian province, this paper finds a severe shortage of professional talents in medical insurance and the structure of staffs’ educational background is disproportionate. Meanwhile there is a deficiency in motivation mechanism and system for training and further education. In order to accelerate the cultivation of professional talents, it is advisable to build up corresponding mechanisms, abolish inappropriate management systems like“management in the reference of civil servants”and de-administrate to professionalism.
