目的:构建一套适宜医院医保管理的绩效评价指标体系,以便医院更好地进行医保管理.方法:运用平衡记分卡的核心思想,采用德尔菲法和层次分析法建立指标体系并确定各指标权重.结果:最终确定的指标体系包括医疗费用、医保患者、医保管理和学习与发展4个维度的4个一级指标、9个二级指标、24个三级指标.结论:该指标体系针对性、完整性、可操作性强,适用于医院医保管理的绩效评价.

Objective: To construct a suitable indicators system of performance evaluation for the medical insurance management for hospitals to have better performance management. Methods: On the basis of the core idea of the Balanced Score Card, we used Delphi and Analytic Hierarchy Process to establish the indicators system and determine the weight of the indicators. Results:The indicators system included 4 first-level indicators, 9 second-level indicators and 24 three-level indicator in dimensions of the level of medical insurance expenditure, patients and management as well as the level of learning and development. Conclusions:As its direction, integrity and operability were strong, the indicators system was suitable for the performance evaluation of the medical insurance management for hospitals.
