相比辉煌的城市新区建设成就,中国大多数城市的旧城改造与建设仍未走出困境.究其原因,除政策、法规、制度缺陷等问题外,城市规划作为旧城改造的主要载体和实施纲领,其角色错位、规划理论和方法落后应该是重要原因.通过分析旧城改造中城市规划角色错位带来的不利影响及其角色错位原因,对国外旧城改造中经典城市规划理论的研究得到启示,从城市规划的“角色正位”入手,将“交往规划”和“合作规划”的理论与方法引入我国旧城改造规划之中,归纳国内学者对旧城改造方面的研究成果及总结国内外旧城改造项目的典型经验,以此作为我国旧城改造中规划角色内涵转变的基础,使城市规划作为一种相关利益者博弈的平台.根据城市规划的“公共服务”与“公共政策”双重角色正位,提出应对其角色作用的旧城改造规划对策.
