    With the deepening of healthcare reform, it has become the consensus of the community that the public hospitals should strengthen the public welfare. This paper analyzes the existing opportunities and barriers for public welfare enhancement of public hospitals from the internal and external environment, proposing strategies to overthrow the barriers and enhance the public welfare further.
