It is hard to obtain the accurate data on estimating the seriousness of EIA’s pollutant source, when analogous materials is unavailable and balancing the amount of the input and output substances is difficult. One scheme that simulates the actual production by small-scale experiments is proposed, which faithfully reflects the seriousness of the pollutant source and therefore making the basis data of EIA more reliable and efficient. A specific example related to the EIA of some Paper Mill is used to illustrate the influence of small-scale experiments on estimating the pollutant source.
