公共资本具有产出效应和外溢效应.基础设施的外溢效应主要体现为:降低企业生产成本;促进生产技术进步;保持经济长期稳定增长;优化资源配置、促进产业升级.人力资本的外溢效应表现为保持经济长期稳定增长和导致区域经济增长差异.公共科研对私人研发存在替代和互补效应,其中基础科研互补效应更加明显.我国公共资本存量低于最优规模,腐败降低了公共资本效率,应设计良好的机制来激励公共资本供给和防止腐败发生.
