为了提高可中断负荷(Interruptible Load, IL)承担高峰时段市场备用的安全可靠性和经济性,构建了IL参与高峰时段市场备用的选择评估模型和电网企业效益测算模型.基于随机生产模拟方法,从安全可靠性和经济性两个层面,选取了响应时间、系统缺电量减少额等4个主要评选指标,利用理想点排序法(Technique for Order Preference by Similarity to an Ideal Solution, TOPSIS)对IL的优劣特性进行了综合评价.测算了电网企业择优购入部分IL承担高峰时段市场备用后的效益状况.算例结果表明:该选择评估模型能很好地甄别各种IL在安全可靠性和经济性方面的优劣差异,能有效提高电网的供电可靠性和经济性,从而证明了模型的科学性和有效性.

@@@@In order to improve the security, reliability and economy of interruptible load undertaking market reserve during peak period, we establish a selection assessment model on interruptible load participating in market reserve during peak period and a benefit measurement model for Grid Company. In the aspects of security, reliability and economy, four main selection indices such as response time and reduction in system’s power shortage, etc. are selected based on probabilistic production simulation technique. By means of TOPSIS method, interruptible load’s characteristic in advantage and disadvantage is comprehensively assessed. Grid Company’s benefit is measured after preferentially purchasing a part of interruptible loads to undertake market reserve during peak period. The results of calculation instance demonstrate that the selection assessment model can distinguish each interruptible load’s difference very well in terms of security, reliability and economy and improve system’s power supply reliability and economy.
