21世纪的最初10年,世界范围内航空业的高速发展,让现代化机场的建设成为城市复合开发的热土,北京、上海、广州等大城市已率先加入了这股在机场周边进行商务区开发的热潮.探索城市商务区与机场结合过程中由城市规划要素引发的经济风险和收益,从枢纽机场周边地区的开发特征、城市商务区开发特征入手,指出在机场周边地区进行商务区开发时,其中一个关键矛盾在于空间开发强度中容积率的不一致性.研究中提出了4种容积率的概念:机场周边地区可开发容积率、最低开发容积率、最佳经济容积率、规划容积率.以4种容积率为风险分析的要素,建立临空商务区开发的风险与收益评估模型.

@@@@During the first decade in 21st century, the rapid development of the aircraft industry around the world, makes the construction of modern airport into the hot spot for the composite city development. Many cities like Beijing, Shanghai and Guangzhou have started to turn into this upsurge.This paper aims at exploring the risks and benefits during the combination of CBD and airport which initiated by the elements of urban planning. This research begins at features of development beside airline hub and features of development of CBD. Then research finds that CBD development beside airport, the key contradiction is the difference of development intensity. Research comes up with four kinds of concept of plot ratio: possible plot ration beside airport, lowest plot ratio, best plot ratio, programming plot ratio. Taking these four kinds of plot ratio as the analysis elements, this paper sets up the model of estimating the risks and benefits of Air Hub-Oriented Business District development.
