近年来,在世界教育改革强调教育问责和国际学生学业成就评价的影响下,美国、英国、加拿大、澳大利亚、日本等国高度重视基础教育质量,并通过组织全国性学生学业成就评价来实施监测.本文基于已有研究成果,以比较的视角,探讨了21世纪以来新一轮全国性学生学业成就评价兴起的背景、评价标准、实施状况、评价结果的报告与利用等,旨在为我国的基础教育质量监测提供借鉴.

Influenced by educational accountability and international student assessment programs, countries like the United States, United Kingdom, Canada, Australia and Japan highlight the importance of basic education. Therefore, national student assessments have been carried on to monitor the quality of education. Based on the researches on student assessments, this paper explores the background, standards, implementation and report system of this large-scale assessment from the view of international comparison. It concludes that national student assessment as one possible way is necessary and feasible in China, and the results of assessment should be reported publicly to help make decisions within framework of accountability.
