近十年来,我国中心城市房价快速上涨与区域经济一体化滞后息息相关.一是区域内各自为战的“诸侯经济”形态和以GDP为政绩考核的行政制度双重约束下,中心城市更多地是利用自身优势单向度地吸附区域周边的人力与资本而缺少参与区域合作的动力;二是区域内的“福利差异”导致中心城市拥有诸多优于中小城市的福利待遇吸引外来人员,两者相加引起人口过度集中.因此,只有使经济区划与行政区划相统一,将区域内原有的省(市)间影响一体化进程的种种利益矛盾通过内部化的方式加以解决,才能实现产业与人口的合理流动,进而发挥中小城市的空间优势,最终减缓中心城市房价过高的问题.

@@@@During the period of ten years from 2000 to 2010, fast rise of the price of the house in central cities is closely linked with the lag of Regional Economic Integration in China. On the one hand, under the dual restriction of self-side economy and local GDP assessment system for government performance, central city usually utilize its own superiorities in the attraction to the human and capital in peripheral areas and they lack of motivation in participating the regional cooperation. On the other hand, central cities have more attracting welfare treatment than small urban because of welfare disparity in intra-region, which impel excessive population concentration. Only by making economic division consistent to administrative division and soling interest contradiction among cities in intra-region which may influence the process of integration by the way of internalization that can realize the rational flow of industry and population. By let small cities give full play in the space superiority, that can against population pressure and the problem of high housing price for central cities.
