高等院校科技创新能力研究对于优化高等院校科技创新资源、深化科学研究方向、提高科技创新水平等方面具有重要意义.针对科技创新能力难于评价的现状,本文运用模糊聚类分析方法展开研究.首先,构建高等院校科技创新能力评价指标体系递阶层次分析结构模型;然后,建立数学模型,包括数据标准化技术、模糊关系建立、模糊分析方法等三个方面;最后,通过实例分析说明模型的具体应用.本文的研究内容,可以为政府部门制定有关的科技政策、高等院校改革与发展方案等方面提供系统的理论指导和现实依据.

@@@@Researching university science and technology innovation capacity has a significance of optimization of university science and technology innovation resources , deepening scientific research direction, improving the level of scientific and technological innovation and other aspects.In connection with the status of scientific and technological innovation which is difficult to assess, this paper uses the fuzzy cluster analysis method to start research .Firstly, es-tablish university science and technology innovation capacity evaluation index system of hierarchical analysis structure model;then, establish the mathematical model, including three aspects of data standardization technology, establish-ment of fuzzy relation, fuzzy analysis method;finally, show that the specific application of the model through instance analysis.This paper's research content can provide system theoretical guidance and reality basis to science and tech-nology policy for government departments, university reform and development programs and other aspects .
