目的:通过对山东省综合医改中期评估的相关医疗保障数据进行分析,评价判断山东省医改中医保改革任务的落实完成情况、取得的成效,探寻山东目前在推进医疗保障改革进程中存在的主要问题,并分析产生这些问题的深层次原因.方法:通过调查,对山东省17地市医保调研数据进行描述性统计分析.结果:总结了山东省医保改革过程中取得的成效及存在的主要问题.结论:实施医改以来,山东省的医疗保障工作取得了一定的成绩的同时也存在问题,针对改革中遇到的新情况、新问题,提出山东推动医保工作顺利实施的对策和“十二五”期间医改实施方案的编制思路.

Objective:Based on the analysis of related medical security data about the mid-term evaluation of comprehensive health care reform in Shandong Province, the paper analyzed the implementation and achievement of health-care reform and then evaluated them. It also explored the main problems existing in the process of promoting medical security reform and analyzed the deep-seated reasons for problems. Methods: Conducting survey in 17 cities’ medical security date to take descriptive statistical analysis. Results:The achievement and existed main problems are summarized in the process of medical security reform in Shandong province. Conclusion: Since the health care reform, the medical security work has obtained some achievements and problems, and put forward countermeasures for the smooth implementation of Shandong medical insurance work and thoughts of compiling health-care reform’s implementation plan during the twelfth five-year plan.
