文章采用2005-2010年我国环渤海地区、长江三角洲、珠江三角洲的城市面板数据,分析经济增长、投资结构与环境效应的关系.研究显示:各经济区的SO2和烟尘排放已经得到较好的控制,环渤海和珠三角的水污染存在恶化趋势.环渤海、长三角的工业化与环境形成良性互动,国内企业已对环境污染无消极影响,FDI亦不存在“污染避难所”效应,但在珠三角却是存在的,且珠三角工业化仍以环境污染的加剧为代价.从城市规模而言,环境污染在规模较小的城市更为严重.因此,要高度重视生态文明建设,加快主体功能区战略实施,实行有差别的环境政策和经济政策.

Using the city panel data from 2005 to 2010 of Bohai Rim Region,Yangtze River Delta and Pearl River Delta,the paper analyzes the relationship between economic growth,investment structure and environmental effect.The results show that the emissions of SO2,dust and soot have been controlled,and there is serious water pollution in Bohai Rim Region and Pearl River Delta.The good relationship of industrialization and environment has been formed in Bohai Rim Region and Yangtze River Delta,the development of domestic enterprises has no negative influence on the environmental protection,and there is not the“Pollution Haven Hypothesis”for foreign direct investment (FDI) .However,in Pearl River Delta,the industrialization still lead to worse pollution and there exists the Pollution Haven Hypothesis for FDI.In term of city scale,smaller cities have more serious environmental pollution.Therefore,the construction of ecological civilization should be paid more attention,the strate?gy of Major Functional Zones should be actualized,and different environmental and economic policies should be executed ac?cording the regional difference.
