教育的外溢效益是指教育部门对非教育部门产出的影响.基于中国教育投入的计量表明,中国的教育总体上存在外溢效益,但各教育类型之间外溢效益不平衡:基础教育有显著的正外溢效益,职业教育有不显著的负外溢效益,而高等教育却显示出显著的负外溢效益.应该根据教育外溢的属性构建中国各类教育资源配置的选择机制;加强高校基础研究;大力发展基础教育;推进职业教育市场化.

The spillover effect of education is referred as the effect on the output of non-educational department. The measurement basis of Chinese education investment indicates that Chinese education has spillover effect in general. But there is non-balance among education types. The elementary education has obvious rectifying spillover and the vocational education has negative but not obviously. However, the higher education spillover is obviously negative. Therefore, we should set up a choosing mechanism to attribute education resources according to their spillover, reinforce basic research in colleges and universities, develop elementary education energetically and put forward vocational education to be market-oriented.
