With the deepening of the state institutions system reform,the financial department budget management system is increasingly perfect.However,for the geological units at the grass-roots level,at present there are still rough department budgeting,optional the gender is strong,completely insufficient budget implementation.Only by establishing rigorous budget management system,for the whole process of budget management and effective audit supervision,to carry out the rewards and punishments,clear responsibility,to constantly improve the level of unit budget management,promote the healthy development of the budget management system reform.
