信息社会环境中,公务员信息素养水平的高低,直接关系到各国信息化发展战略的进程,关系到各国公民对信息服务的满意度.目前,我国公务员队伍信息素养参差不齐,能力水平令人担忧.为提高我国公务员信息素养,优化其信息行为,CKA模型创造性地将公务员应具备的信息观念、信息意识、信息道德和信息态度等综合为信息文化素养能力;CKA 模型以信息文化素养、信息知识素养和信息能力素养为主干内容,并结合信息素养发展的规律和标准,为我国公务员全面提升信息素养提供了正确的参照,也为公务员在招录、培训和绩效考核等方面提升其信息行为给出了合理的对策和建议.

@@@@In information age, the level of civil servants’ information literacy is directly related to the development strategy of every country and the satisfaction of the citizens. At present, China's civil service information literacy is uneven, which is quite worrying. In or-der to improve the information literacy of the country civil servants and optimize their infor-mation behavior, the CKA model creatively synthesizes the information concept, the infor-mation consciousness, the information ethics and the information Attitude together as the information cultural literacy. Then the model put forwards that the civil servants’ informa-tion literacy should include the information culture literacy, the information knowledge lit-eracy and the information ability literacy. Combined with the rules and standards of the de-velopment of the information literacy, the thesis ultimately provides several countermeasures and suggestions for the civil servants’ recruitment,training and performance assessment.
