社会各种安全教育培训没有取得实效,究其原因有:一是教育得已经晚了,二是教育过于单一,三是教育多是走过场.兵法云“天时地利人和”是作战取胜的三大法宝,今天全民要开展提高提高安全素质之战,为此,笔者提出了应利用学校的天然战略优势来进行安全教育:“天时”——全日制教育阶段是进行安全教育的最佳时机,因为这个阶段的教育更易使安全教育取得成效,也更容易推进全民安全素质的提升;“地利”——学校是进行安全教育的最佳场地,因为在学校进行安全教育更彻底、更系统全面,同时学校进行安全教育使得教育成效有保障;“人和”——和谐的师生关系是进行安全教育的最佳动力,因为优秀的教师队伍使得安全教育人心所向,和谐的师生关系使得安全教育上下团结.
