随着“走出去”战略的深入实施,我国境外矿业投资步伐明显加快,同时投资风险也越来越纷繁复杂.政治、经济、文化以及管理等方面的非市场风险已成为海外投资的重要威胁,我国企业境外矿业投资亏损或失败的比例近70%,资产安全与权益保障面临严峻挑战.为防范和应对境外矿业投资非市场风险需做好以下4个方面工作:(1)开展境外矿业投资市场风险监测预警;(2)加强境外矿业投资市场风险应急服务;(3)构建境外矿业投资风险补偿机制;(4)增强企业境外矿业投资决策和经营管理能力.

@@@@With thorough implementation of the going-out strategy, China's overseas mining investment has been accelerated;while the investment risk is becoming more and more complicated. Nonmarket risks involved in the aspects of political,economic, cultural and management has become an important threat to overseas investment. The proportion of overseas mining investment loss or failure incurred in Chinese enterprises is nearly 70%; and our enterprises face severe challenges in assets safety and right protection. For preventing and dealing with the nonmarket risks of overseas mining investment, we must develop monitoring and early warning, and strengthen emergency services of market risk. On this basis, risk compensation mechanism must be built so as to increase the decision and management ability of enterprises to invest in mining industry of foreign countries.
