征地占补平衡是我国防止土地资源严重流失的一项重要政策。从水利工程项目征地占补平衡实施中的问题入手，提出“适当减免，合理分摊，加大补偿力度”的管理策略，并构建了相应的量化体系，为深入研究水利工程项目征地占补平衡管理策略提供依据。
徵地佔補平衡是我國防止土地資源嚴重流失的一項重要政策。從水利工程項目徵地佔補平衡實施中的問題入手，提齣“適噹減免，閤理分攤，加大補償力度”的管理策略，併構建瞭相應的量化體繫，為深入研究水利工程項目徵地佔補平衡管理策略提供依據。

Land requisition-compensation balance is an important policy of preventing serious loss of land resources. This paper studies from the problems arise during implementation of the land balance of water conservancy project,then proposes the management strategies“appropriate relief,reasonable share,increase the intensity to compensate”. On this basis of the above,builds a quantization system,provides the basis for future in-depth study to the management strategies of land balance of water conservancy projects.
