执行是组织发展最为关键的一环。执行力是一个以执行结果为导向的综合体系，是执行主体围绕目标而作出一系列行为所产生的效力。软执行力是执行主体受组织文化、精神等因素的吸引和同化，自觉围绕组织目标作出一系列行为所产生的效力。有别于硬执行力建设的有限性，软执行力具有较大的建设空间和发挥潜力。高校是最适合以加强软执行力建设提升整体执行力路径的组织之一。将群众路线理论应用于大学组织软执行力建设，具有高度的适切性。

Execution is the linchpin to the development of organizations. Executive force is an integrated system which is a result oriented by executing. It’s an effect made by the executive body when it’s realizing the target. Soft executive force is the effect made by the executive body which consciously makes a series of acts when it’s attracted and assimilated by the organizational culture, spirit and so on. Compared with the limitation of hard executive force construction , soft executive force has much more construction space and potentials. The colleges and universities are one of the most suitable organizations to strengthen the soft executive force construction and improve the overall executive force. It ’s highly relevant to apply the mass line theory to the soft executive force construction in colleges and universities.
