This paper based on supply chain management theory,follows the point -line -surface construction principle, proposed to construct a framework of emergency logistics virtual consortium,in order to give full play to the leading role of the government,the army vanguard role,the market supply,the practical realization of military logistics and logistics,the organic combination of market mechanism and administration mechanism.The purpose is to effectively integrate social and professional resources,improve the overall response speed and supply efficiency of emergency logistics.
