旨在对那些研究社会政治进程的社会心理进行分析。民主被视为社会治理的手段之一，同时，民主作为社会政治体系，以社会心理现象为表象，通过对个人与社会的行为动机加以治理的方式呈现出来。民主具有程序性，或者说，民主是一个过程；民主属性发展程度的特点在于公民参与制定社会决策的程度；没有既民主又不民主的国家，只是各国民主发展程度不同。

The article is devoted to social-psychological analysis of social-political processes. Democracy is considered as one way of public management. Democracy as a political system is presented as a social-psychological phenomenon being shown as a way of management over motivation of the individual and social behavior.Democracy is a procedure or process,which is characterized by the degree of citizens’involvement in social decision.It exists in every nation with differences.
