生态可持续发展是资源型城市可持续发展的基础。考虑到生态足迹模型中均衡因子的地域差异性,采用市域均衡因子量化评估克拉玛依生态可持续发展。2012年克拉玛依市人均生态足迹为5.6587 hm2,人均生态承载力为5.8774 hm2,仅存在0.2187 hm2的生态盈余,耕地、林地及牧草地均出现了不同程度的生态赤字:-0.0431 hm2、-0.0032 hm2、-0.2514 hm2。研究揭示,克拉玛依市正处于弱可持续发展阶段,水资源匮乏严重制约农业、林业以及畜牧业的发展,同时支柱产业的发展乏力和单一的产业结构警示克拉玛依市应避免陷入“矿竭城废,源尽城衰”的困境。

The purpose of this study is that the sustainability of resource-based city depends on its ecological sustainable development. Taking into account the regional differences of equilibrium factor in ecological footprint model, the paper evaluates quantitatively the ec-ological sustainability of Karamay by using the city-domain equalization factor. The results indicate that the per capita ecological footprint of Karamay was 5. 6587 hm2 and per capita ecological capacity was 5. 8774 hm2 , so ecological surplus was only 0. 2187 hm2 in 2012. And there were different degrees of ecological deficit in its farmland, woodland and grassland: -0.0431 hm2 , -0.0032 hm2 ,-0.2514 hm2 , so Karamay could be judged as a weak sustainable development city. The conclusion of study shows the sustainable de-velopment of Karamay is limited by the serious shortage of water resources, the oil resources drying up and the single industrial struc-ture.
