本文认为秦代同时存在篆隶两种文字系统，而每种文字系统都有规范写法和草写两种形式。指出秦代的“书同文”是用秦国的文字统一全国的文字，既非专指篆书，又非专指隶书。同时指出，隶书并非形成于秦代，而是在秦代统一以前的战国时代就已形成了。
