实施可再生能源配额制，是促进可再生能源发展的重要举措，也是实现节能减排目标、构建低碳社会的战略选择。本文在分析典型国家配额制发展的基础上，总结了中国发展可再生能源和推行配额制面临的问题，提出了中国实施配额制的发展路径，并设计了与中国电力市场发展进度和可再生能源发展水平相适应的配额制发展体系。

The implementation of renewable energy quota system,is not only an important measure to promote renewable en?ergy development,but also a strategic choice to achieve energy re?duction targets and to build a low?carbon society. Based on the analysis of typical countries??development experience of the quota system,this paper summed up the issues of the renewable energy developing and quota system to be proposed faced. The article fore?casted the developing path for renewable energy quota system with reasonable prediction,and designed a quota system development system that suited to the progress of electricity market reform and renewable energy developing level in China.
