The situations of the two-implementing-rules, which has been carried out for the conventional power supplies in the Shanxi Grid during the past three years, have been analyzed in this paper. The major effectiveness achieved by the two-implementing-rules have been summarized. Based on the structural characteristics of power supplies in the Shanxi Grid and the direction of electircity market’s deepening reformation, the problems existing in both the regulations and the management practice of the two-implementing-rules for the conventional power supplies have been deeply discussed,and the related policies and future development have been proposed.
