SThe governments at all levels pay high attention to the ice-snow tourism industry because of its low input-high output and strong economic stimulation. With the methods of document literature, mathematical statistics, logical analysis and comparative study, the paper analyzes the advantage and disadvantage, opportunity and challenge of developing the ice-snow tourism industry in Heilongjiang province. As a theoretical support for the ice-snow tourism industry in Heilongjiang province, it clearly points out a current development plan based on some development strategies such as developing the competitive strength, optimizing the industrial structure, creating the competitive products, growing the professionals.
