近20年来,我国的水电事业蓬勃发展。与此同时,水电环境保护与水土保持措施无论从内容或是规模也都发生了较大改变。采集1996至2013年我国大中型水电工程可行性研究阶段工程总投资、环境保护与水土保持措施投资等数据,进行相关分析。结果表明,现阶段水电项目环境保护和水土保持措施投资占工程总体投资比例较小,总体呈增加趋势。建议今后水电行业在做好环境保护和水土保持工作的前提下,进一步优化环境保护与水土保持措施,使投资得到合理控制。

In past 20 years, China's hydropower industry has been greatly developed, and at the same time, the content and scale of environmental protection and soil and water conservation works of hydropower engineering also have greater changes. The total project investment(TPI), environmental protection investment (EPI) and soil and water conservation investment (SWI) data of large and medium-sized hydropower projects under feasibility study stage between 1996 and 2013 in China are collected and the correlation of these data are analyzed. The results show that the EPI and SWI only account for a small proportion of the TPI, and the EPI and SWI also have a gradual increase trend in past 20 years. It is suggested that the environmental protection and soil and water conservation works shall be further optimized in the future development of hydropower engineering to control EPI and SWI reasonably.
