农业基本建设项目执行进度慢的现象比较普遍，该文从项目管理模式及管理队伍的组建、可行性研究工作深度、设计单位的遴选、质量控制、招标文件的编制等方面对影响农业基本建设项目执行进度的因素进行了分析，并提出了相应的应对措施，以期为加强农业基本建设项目管理提供建议和参考。
