犬是人类忠实的朋友，更是人类生活和工作中不可或缺的伴侣与助手。但是犬类的一定攻击性、扰民现象以及可能传播致死性人畜共患病———狂犬病等危害社会公共安全的问题，必须引起广泛重视，要认识到养犬的严肃性与责任，加强犬类管理的立法与监管工作，努力做到安全、理性、科学地养犬，共同维护社会公共卫生与安全。

Dog is a faithful friend of human, is an essential partner and assistant in human life and work. But dog is sometimes aggressive, with disturbing phenomenon, and may spread lethal zoonosis - rabies. These harmful social public security problems should be paid extensive attention. We should recognize the seriousness and responsibility to raise the dog, to strengthen the legisla-tion and supervision management of dogs, and strive to achieve safe, rational, scientific dogs feeding in order to jointly safeguard the public health and social security.
