我国居民阶梯电价改革是以促进资源节约型和环境友好型社会建设，逐步减少电价交叉补贴，理顺电价关系，引导居民合理、节约用电为目标。尽管我国已建立了居民阶梯电价机制，但现行的各省市居民阶梯电价方案太简单化、单一化，阻碍了进一步更好地实现节能减排效益、社会公平等目标。通过探讨日、韩和港、台地区居民阶梯电价实施经验，以期完善居民阶梯电价制度。

It is the reform goal of residential block tariff in our country to promote resource conservation and environment friendly society construction,to gradually reduce the electricity price of cross-subsidy,to straight out the price relations,and to guide reasonable,economical residents electricity.Although the residential block tariff mechanism had been established in our country,but the scheme for residential block tariff was too simplification,unification for current residents of provinces and cities.Those were to hamper the further real-ize the goal of energy conservation and emissions reduction benefits,social justice,etc.It was discussed on experience about residential block tariff in Japan,Korea and Hong Kong and Taiwan Area,in order to improve our residents ladder electricity price system in our country.
