近10年新疆棉花呈快速发展态势,2013年新疆植棉面积和总产量占全国的比例高达38.9%和53.9%。未来新疆棉花要坚持以可持续发展和生产方式新转型为指导思想,以建设现代植棉业强省)区)为目标,以产量、质量和效益的协调发展为突破口,以再构水土平衡、生态和谐、结构合理和定位准确为新转型的落脚点,最终实现资源节约型、环境友好型、收益基本合理和生产可持续的现代植棉业。新疆棉花总产量已占全国的一半,建议缩减面积,从源头减少水资源消耗;进一步提高单产,促进大面积均衡增产;依靠科技进步和综合政策支持方能促进新疆棉花产量、质量、效益和环境的协调发展。

Xinjiang cotton production has been developing rapidly in the last decade. In 2013, Xinjiang cotton accounted for 38.9%and 53.9%of the national planting area and total production, respectively. In the future, aimed at establishing modern cotton industry, with the guiding ideology of sustainable development and new transformation of production mode, and with new transformation foothold of reconstructing water-soil balance, ecological harmony, reasonable structure and accurate positioning industry, Xinjiang cotton production will coordinatively develop cotton yield, quality and benefits, and finally achieve the modern cotton industry which is resource-saving, environment-friendly, income basically reasonable and sustainable. Xinjiang accounted for half of the total cotton acreage of China. We suggested that shrinking planting area to reduce water consumption, further improve per capita yield of cotton to achieve balanced widespread growth of yield, and promote the coordinative development of cotton yield, quality, benefits and environment relying on technology advancement and policy support.
