2015年将会开启网络征信元年。网络征信是网络行为的大数据。在从传统征信向网络征信过渡期，我国要制定更高更远的战略目标。建议把网络征信建设作为网络强国战略的重要内容，把中国征信体系建设的重心放在网络征信上。征信机构的定位、征信业务许可、信息主体本人的权利与责任、信息所有权的归属、“全征信”的发展、产业政策的落实、信用资本的实现等是我们应该深刻思考的问题。

The year of 2015 will be the first year for starting online credit reference. Online credit reference is big data for online credit reference behavior. It’ s necessary for China to develop further and higher strategic goals during the transition period from traditional credit reference to online credit reference. The paper proposes to take online credit reference construction as an important part of network-powerful country strategy and center round network credit reference for China’s credit reference system construction. Such issues deserve deep consideration as positioning credit reference institutions, licensing credit reference business, rights and responsibilities of credit reference entities, the attribution of ownership of information, development of “ full credit reference ”, implementation of industrial policy, realization of credit reference capital.
