作为基于单位成本的职业教育拨款体系的补充部分,芬兰职业教育绩效本位拨款体系于2006年全面实施。该体系由成果本位拨款和质量奖两部分构成,二者相互补充。成果本位拨款的发放以工作绩效指标为依据;质量奖则基于更大主题实体上的成就。绩效本位拨款体系对提升芬兰职业教育质量和吸引力起到了积极推动作用,对我国具有启示意义。

As an additional part of funding system of vocational education and training (VET) based on unit costs,the Finnish performance-based financing system has been comprehensively carried out since 2006. The system consists of outcome-based funds and quality awards which mutually complement with each other. Outcome-based funds are granted on the basis of operational performance indicators, and quality awards are based on success in larger thematic entities. Performance-based financing system has promoted the quality and attractiveness of Finnish VET and has many inspirations to China.
