为提高反导预警体系作战风险管理水平,从风险识别的概念和作用过程出发,对体系作战运用的风险识别进行了研究。基于风险识别原则,从任务、人员、装备、环境和决策筹划五个方面提出了影响体系作战运用的风险因素,给出了各风险影响因素的相互关系,在此基础上提出了控制风险的措施建议,为科学评价体系作战运用风险提供了参考。

In order to improve the operational risk management of anti-missile early warning system, this paper aims to the risk identification of system operational application at the beginning of the risk identification concept and mechanism. On the principles of risk identification, we propose the risk factors that affect the application of system operation, in terms of those five aspects of mission, personnel, equipment, environment, decision-making and planning, and present the inter-relations of the impact factor of each risk, based on which, the suggestions and countermeasures are put forward for risk control, thus providing a basis for evaluating scientifically the risk of system operational application.
