内涵式发展是高等学校发展的必由之路，如何科学评价高校发展水平成为高校所面临的紧迫问题。本文通过对国内外大学主要排名体系的研究分析，结合教育部门相关文件要求和地方高校的办学定位，构建了地方高校事业发展指标体系，以此引领地方高校的内涵式发展。

Intensive development is the only route for the development of the university , and it is a vital problem for universities to evaluate their level of development scientifically .Based on the analysis of the major university ranking systems at home and abroad, and combining the requirements of related documents from education departments ,the school-running orientation of local universities ,this paper is to construct the development index system of local universities with the purpose of pushing their intensive development .
