我国学术界对社会保障功能的研究一直是基于经济学、社会学、政治学和法学的视角，四个学科分别视社会保障为正义的分配补偿机制、和谐社会的塑造机制、基本人权的维护机制、公民权利的实现机制。本文另辟蹊径，试图探讨社会保障制度的伦理正向功能对个人和社会的影响。在个体层面，社会保障的互助性直接召唤社会成员相互关爱，责任共担机制强化社会成员的责任意识，对弱势群体的关怀有助于在社会成员中传播人道主义精神，社会保障制度中的教育和培训可以提升社会成员的道德素质。在社会层面，社会保障有助于营造尊重个人价值和尊严的社会环境，促进社会公平道德的形成并能通过对所有社会成员的道德教育来推动整个社会伦理的进步。然而，我国现行的社会保障制度中又存在许多影响其伦理功能发挥的制约因素。为此，我们应建立适世的社会保障伦理机制，以利于社会保障伦理功能的正向发挥。

Researches on the function of social security in the academic field in our country have been based on the perspective of economics, sociology, political science and law. These four subjects consider social security as justice in the allocation and compensation mechanism, harmonious society mechanism, fundamental human rights protection mechanism and the realization of the civil rights mechanism. This paper is another way, attempting to elaborate the concept of social security can promote the personal and social ethics. At the individual level, the mutual aid of social security calls the mutual love of the members of our society. Responsibility system strengthens social members’ sense of responsibility. Caring for vulnerable groups helps social members to spread humanitarian spirit. The education and training of social security can enhance social members ’ moral quality. At the social level, social security can create a social environment where individual dignity and value can be respected and promote social fairness. In addition, social security can promote the whole society’s ethical progress through the education of all social members. However, China’s current social security system has many constraints which influence its moral function. Therefore, we should establish and perfect the social security system’s ethical mechanism, in order to facilitate social security ethical function.
