该文从实践和理论相结合的角度探讨工商资本投入农业经营推动资本农业改革、加速现代农业发展的深层次问题，提岀农业现代化的新特征、新内涵、新路径，以形成倡导大胆鼓励、务实支持、引导规范工商资本投入农业现代化建设机制。同时，首次提岀用规范性“土地经营权流转”一词替代“土地流转”用语，以引导农村土地经营权的分离改革。

This paper discussed the problems of the industrial and commercial investment into the agricultural operation, promoting the capital agricultural reform and accelerating the development of modern agriculture. It pointed out the new features, contents and routines of agricultural modernization to boldly advocate encouragement and supported and guided the construction system of the industrial and commercial investment into the agricultural modernization. At the same time, the slogan of the word " land management rights turning" taking the place of the word "land turning" is firstly putting forwarded to lead a separation reform if the land management rights in the countryside.
