研究目的:测算农户对农地整理项目后期管护的支付能力和支付意愿额度。研究方法:扩展线性支出系统模型,条件价值评估法。研究结果:95.32%的农户对农地整理项目后期管护有支付能力,4.68%的农户对农地整理项目后期管护有一定支付能力;83.04%的受访农户对农地整理项目后期管护具有支付意愿,农户每年对农地整理项目后期管护的支付意愿额度为211.46元。研究结论:大多数农户对农地整理项目后期管护完全具有支付能力,且大多数农户对农地整理项目后期管护具有支付意愿;农户支付农地整理项目后期管护费用并未对其家庭基本生活造成影响,因此农户每年支付一定的农地整理项目后期管护费用是合理可行的。

The purpose of this study is to analyze farmers’ ability to pay and willingness to pay for the ex-post management and maintenance of rural land consolidation project. Extend Linear Expenditure System model and Contingent Valuation Method were employed. The results showed that 95.32% farmers completely had ability to pay for the ex-post management and maintenance of rural land consolidation project, and 4.68% farmers had limited ability to pay for final management and maintenance of rural land consolidation project. Meanwhile, 83.04% farmers had the willingness to pay for the ex-post management and maintenance of rural land consolidation project, and the amount that farmers had willingness to pay for the management and maintenance of rural land consolidation project was 211.46 yuan annually. Based on the above research results, we drew that most farmers completely had ability to pay for the ex-post management and maintenance of rural land consolidation project, and most farmers had willingness to pay for the ex-post management and maintenance of rural land consolidation project. Farmers paying for the project did not affect the basic livelihood of their families, so it was feasible for farmers to pay fee annually.
