结合山西中南部铁路通道建设工程安泽指挥部管段指导性施工组织设计管理实例，对铁路项目指导性施工组织设计的定义、执行情况检查及动态调整应用进行了分析；针对管段内一般性工程转化为重难点工程、新增控制性工程实例，采取了有效应对措施，并围绕铺架这一指导性施工组织设计管理主线对铺架工程进行了动态调整、优化；最后总结了指导性施工组织设计管理的应用经验，供类似铁路建设项目参考。

Combining with instructional construction organization design and management example of Anze headquarters pipe section in Shanxi-Henan-Shandong railway thoroughfare construction project,this paper analyzed the definition of railway project instructional construction organization design,the inspection of implementation and dynamic adjustment application,took effective countermeasures according to the transformation of general engineering to the difficult works and new control project increasing in pipe section,made the dynamic adjustment and optimization for laying and erecting works which are considered as the main line of instructional construction organization design and management,and concluded the application experience of instructional construction organization design and management,which could provide a reference for similar railway construction projects.
