《马拉喀什条约》是世界知识产权组织2013年通过的里程碑式条约，其为视障者便利获取作品提供了大量限制与例外。为履行《马拉喀什条约》对缔约国设定的义务，充分保障视障者在获取信息、接受教育、享受艺术等方面与正常人的机会均等，在我国《著作权法》修订中应遵循条约的基本精神，将视障者保障制度加以完善。应对受益人、无障碍格式版、“被授权实体”等予以系统规制；将为视障者提供的版权限制与例外的范围进行适当调整；鼓励无障碍格式版的跨境交换；为视障者获取作品而规避技术措施提供法律支持。
