教师校际交流是促进县域内义务教育学校教师均衡配置,保证教育公平的关键。福建省选择11个试点地区开展“教师人事关系收归县管,实施教师校际交流工作”探索,课题组对试点工作展开调研。通过调查结果分析,试点工作的制约因素主要表现在政策落实情况不一,配套政策不完善,尤其是缺乏具体的、可操作的政策支持。教师思想认识不够到位,主动参与交流的意愿较弱,校际之间存在的其他差异如职业声望、社会评价、总体收入等制约教师交流。

Teachers' exchange between schools can be viewed as the key to promoting balanced allocation of teachers in compulsory education among counties and ensuring fair education. A pilot program, concerning "implementing teachers' exchanges between schools, the county being responsible for personnel management," was carried out in 11 counties in Fujian province. The research group of the pilot program has done the investigation and the results show that the factors of constraints of teachers' exchange between schools are the following: 1) the implementation of the policy is not the same, and supporting policies are imperfect, especially short of policies which are practical and operable; 2) there exists poor awareness in teachers in actively participating the pilot program; 3) there are differences between schools such as occupation reputation, social evaluation, the overall income, and so on.
