文职人员制度历史悠久。从世界主要国家来看,军队院校是聘用文职人员的主要机构之一。随着中国军队编制体制改革不断加深,非现役文职人员应运而生,并在院校中受到极大重视。中国在“十二五”规划中明确提出要逐步建立中国特色军民融合式发展体系。统筹军地院校人力资源,促进军队院校非现役文职人员科学合理配置,对于建立中国特色军民融合式发展体系具有重要意义。以非现役文职人员配置优化为切入点,总结借鉴世界主要国家文职人员队伍建设经验特点,针对中国军队院校非现役文职人员配置存在的主要问题,就如何实现中国军队院校非现役文职人员的配置优化,提高中国军队院校非现役文职人员使用效率提出相应对策建议,以推进中国特色军事力量体系建设。

It has been a long time since the civil servant system established,and military institutions are one of the gathering places of civil servants at home and abroad.With the military system reform deepening,the civilian personnel emerge as the times require,and have received much attention in military institutions.The“12th Five Year Plan”clearly put forward to gradually establish Chinese characteristics featuring military and civilian integration development system.Coordinating human resources in military and civil academies ,advancing the rational allocation of civilian personnel in military academies are of great significance for the establishment of the civil-military integration development system with Chinese characteristics.Taking the civilian personnel optimum distribution in China as the starting point to summarize the experiences in developing civilian personnel system of major countries.Focusing on the main problems existed in civilian personnel distribution of military institutions in China,this text put forward some suggestions on how to achieve the optimum distribution of civilian personnel in military institutions,improve efficiency in applying civilian personnel,in order to promote China characteristics featuring military force construction.
