随着我国的高等教育改革的不断深入,各高校的内部管理体制也发生了重大变化,即由传统的一级管理体制转变为二级分院的相对独立管理体制。相比学校统一管理的一级管理体制而言,二级分院的独立管理模式更侧重于管理重心的下移、权力的下放,充分调动组织内部各资源要素,激发组织内部员工的积极性。在此体制下,高校毕业生就业工作的重心也随之由学校逐步下移到学院:形成了以校就业指导中心为指导,以二级学院为主体的就业工作新模式。笔者认为,高等教育工作者要进一步探索和创新就业工作思路、做法,切实帮助大学生就业。本文从高效管理者的视角出发,将绩效管理基础理论融入其中,就学校院(系)党政共同负责就业工作进行系统探讨。

With the deepening of China's reform of higher education, the university's internal management system has also under-gone a major change, that change from the traditional management system is relatively independent of the level of the management system of the secondary branch. Level management system compared to the unified management of the school, the independent management model is more focused on the secondary branch down, decentralization of management focus, and fully mobilize the internal organization of the elements of each resource to stimulate the enthusiasm of employees within the organization. Under this system, the center of gravity of the employment of college graduates from the school also will be gradually shifted to the college:formation of a school career center as a guide to the new secondary college as the main mode of employment. The author believes that higher education workers should be further explored and innovative employment ideas, practices, and effectively help students' employment. From the perspective of efficient managers of departure, the basic theory of performance management into one, in schools (Department) party and government jointly responsible for systematically explore employment.
