在城市供水规划中，人均综合用水量指标法是需水量预测中最常用的方法之一，其取值和年增长率的制定是预测结果准确性的关键因素。研究在分析我国人均综合用水量取值偏大及其原因的基础上，以温州市为实例，从人口增长和人均综合用水量指标增长两个方面对引起温州市城市总供水量紧张的主要原因进行研究，并结合温州市实际用水情况，以节水理念为基础，探讨适合温州城市发展的人均综合用水量指标取值标准，并以城市用水年递增率法进行结果校核，可为国内其他城市制定供水规划提供参照。

The per capita water supply volume is the normal method of urban water supply planning, the value and year’s growth rate are the key points to the forecast result. Base on the analysis of the high water supply volume, the paper takes Wenzhou as an example, analyzes the cause of high total supply value from population increase and per capita water supply volume, and combines the actual water supply volume, fol ows the water saving theory, researches a standard adapt Wenzhou’s situation, and checks the standard with the average annual growth rate, of er a reference to other city.
